Cheney reportedly pulled a back muscle unpacking at his new home in an undisclosed location near Washington, and was told by his doctor to use a wheelchair. I don't know why he couldn't use a cane, or walk for the five minutes it would have taken for him to enter the VIP area at the Capitol, but he looked pretty weird being wheeled around.

He had a cane with him in the wheelchair -- I saw it when he was getting a photo taken with his wife and GW and L Bush. But it's possible that the cane was just for support while getting from the chair to other seats (like using the facilities). I'm sure he would have rather walked, since being in a chair is hardly a power move.
