It's all based on the ingredient list. There's the list of approved foods (which doesn't appear anywhere in it's entirety as far as I can flipping tell) and if all ingredients are on there, then it's core. Veggies are core. lean meats are core. fat free broths are core. Most condiments/spices (as long as they don't ooze sugar and are fat free) are core.
